Spotlight on Texas Insurance in the 2027 Texas Legislature: Affordability, Availability and Challenges Ahead for Insurers and Agents

Executive Director, Insurance Council of Texas

The 90th Texas Legislature convenes in January 2027, with property and casualty insurance expected to be a major focus. As lawmakers examine rising insurance costs, market stability, insurer participation, coverage availability and affordability, the industry will face important questions about how to protect consumers while preserving competition and access to coverage.

With the Governor identifying insurance as a priority for 2027 and already proposing changes to homeowners and personal auto insurance, this keynote will provide insight into the issues, proposals and legislative discussions that could shape the future of insurance in Texas.
